CHIPS and Science Act Implementation
The CHIPS and Science Act, signed into law in 2022, focused implementing a long-term investment in domestic research and manufacturing. It authorized roughly $280 billion in new funding for the production of semicoductors and chip manufacturing in the United States, as well as invests $174 billion of the appropration in the overall ecosystem of public sector research in science and technology, advancing human spaceflight, quantum computing, materials science, biotechnology, experimental physics, research security, social and ethical considerations, workforce development and diversity, equity, and inclusion (DEI) efforts at NASA, NSF, DOE, EDA, and NIST.
The budgetary agreements to reduce federal spending as part of the Fiscal Responsibility Act (FRA) unfortunately reduced the additional investments in the Act for fiscal year (FY) 2024. Additionally, an Executive Order issued by President Donald Trump on January 21, 2025 ordered the immediate shuttering of all DEI initiatives taking place within the federal government.
Future Action: In 2025, it is expected that the intiatives begun with the CHIPS and Science Act will be continued in the 119th Congres; they will likely occur under a new title and intiative.
